Deborah Allen – Founder & Clinical Director
Deborah Allen is the founder and director of Horizons Health & Wellness Center, a minority-owned and family-run outpatient mental health clinic in Waldorf, Maryland. Since establishing the center in 2021, Deborah has been committed to providing compassionate, comprehensive behavioral health services to individuals, adolescents, couples, and families. Her leadership focuses on promoting mental wellness through counseling, medication management, and intensive outpatient programs, while fostering a supportive environment for both clients and staff.
Education & Experience:
Deborah earned a Bachelor of General Studies with a capstone in Communication and Criminal Justice from the University of Missouri–St. Louis, and a Master of Arts in Professional Counseling from Lindenwood University, St. Charles, Missouri. She worked for the University of Missouri–St. Louis for 16 years, gaining extensive experience in higher education and student advocacy. Her career also includes serving at Hogan Street Regional Youth Center, a high-security facility for boys, and with the St. Louis County Family Court, where she supported at-risk youth and families. With over 15 years of experience in the mental health field, Deborah brings expertise in clinical practice, program development, and community outreach.

Vanessa is a dedicated and compassionate Psychiatric Mental Health Nurse Practitioner (PMHNP-BC), she brings over a decade of progressive experience in mental health nursing across diverse clinical settings.
She holds a Master of Science in Nursing from Walden University and is certified to provide psychiatric care across the lifespan. Her background includes extensive work with children, adolescents, and adults, with a strong emphasis on evidence-based, patient-centered care. She is skilled in crisis intervention, medication management, interdisciplinary collaboration, and fostering therapeutic environments that support recovery and resilience.

Ashley Flores is a highly experienced and compassionate mental health professional licensed in Maryland as a Licensed Certified Social Worker-Clinical and Certified Associate Counselor-Alcohol and Drug Counselor. With over a decade of experience in the field of social work and behavioral health, Ashley has dedicated her career to supporting individuals and families through life’s most challenging moments.
Ashley earned her Master of Social Work (MSW) from the University of Maryland, Baltimore in 2017, specializing in Children and Families, and holds a Bachelor’s degree in Psychology from UMUC. Her diverse background includes work in crisis intervention, outpatient and inpatient substance use treatment, school-based mental health, and jail-based rehabilitation programs. She has also served in family services, helping with reunification efforts and supporting kinship and foster care families.
Her therapeutic approach is client-centered and strength-based, incorporating modalities such as Cognitive Behavioral Therapy (CBT), Psychodynamic Therapy, Solution-Focused Brief Therapy, Motivational Interviewing, and Trauma-Focused CBT. She also holds licensure in Virginia as a Licensed Professional Counselor.

She holds a Master’s degree in Education from the University of Phoenix and a Bachelor’s degree in Psychology from Florida Atlantic University, offering a strong foundation in clinical principles and human development.
Christal’s clinical interests include trauma‑informed care and the treatment of anxiety‑related disorders. She works with individuals and adolescents experiencing stress, emotional dysregulation, anxiety, and trauma‑related symptoms, with a focus on building coping skills, emotional resilience, and overall psychological well‑being. Her approach emphasizes safety, empowerment, and collaboration within the therapeutic process.
As an LGPC, Christal delivers ethical, client‑centered, and evidence‑informed counseling services aligned with Maryland Medicaid and OMHC standards. Conall is a Licensed Mental Health Counselor, (LMSW) serving clients throughout Southern Maryland. He earned his Bachelor of Arts in Psychology from Salisbury University and his Master of Social Work from the University of Maryland School of Social Work.
Conall obtained his LMSW license in May 2025. Conall brings over a decade of experience working with individuals living with serious mental health diagnoses, with a strong background in community-based care. He spent several years as a Targeted Case Manager at Cornerstone Southern Maryland, where he provided in-home services to adults receiving Medicaid and Medicare. In this role, he conducted assessments and treatment planning, coordinated care with medical and social service providers, and supported clients with daily living skills, health monitoring, and access to essential resources.
Conall has extensive experience on an Assertive Community Treatment (ACT) team, first serving as a Vocational Specialist, supporting individuals in achieving employment, education, and job training goals. He later transitioned into his current role as a Co-Occurring Counselor, where he provides integrated mental health and substance use disorder treatment in community settings. His work includes individual counseling, substance use assessments, care coordination, crisis intervention, and facilitating psychoeducational and skills-based groups.
Conall utilizes evidence-based and client-centered approaches, including Motivational Interviewing, Cognitive Behavioral Therapy, Harm Reduction, and the Stages of Change model. Office Manager, Horizons Health and Wellness Center

Gabby has been employed with Horizons Health & Wellness Center since 2023 and serves as a Psychiatric Rehabilitation Program (PRP) Worker. She previously worked with the organization for four years in an administrative support role, where she assisted with client greeting, intake support, and front-desk operations, providing consistent and professional engagement as a primary point of contact.
In her PRP role, Gabriell supports children and adolescents by assisting with the development and reinforcement of coping strategies, therapeutic interventions, and skills related to daily functioning and community integration.
